Dubai, UAE – December 2025:

Dubai Municipality has begun expanding the capabilities of the emirate’s Smart Waste Management System by integrating artificial intelligence technologies into public cleanliness monitoring and inspection processes.

The system includes a comprehensive digital platform for managing waste management and city cleanliness operations known as the Clean City Index. This platform enables field teams to document inspection processes and monitoring activities in real time, enhancing follow-up accuracy and improving decision-making efficiency.

The system is also connected to RFID reader technology installed on waste transport vehicles, enabling the tracking of the waste lifecycle from its point of generation to its final destination. In addition, an interactive Geographic Information System (GIS) map provides real-time insights into waste locations and volumes based on classification and geographic areas.

The platform consists of two specialised systems:
One dedicated to registering and managing the operations of licensed waste transport companies, and another for registering waste producers and documenting their waste collection and transportation programmes.

Advanced Digital Systems

To further enhance monitoring capabilities, Dubai Municipality has launched the pilot phase of a smart camera system installed on selected waste collection and transport vehicles. The system monitors cleanliness levels across roads and residential areas and identifies improperly discarded waste around bins, sidewalks and public spaces.

The technology enables instant analysis of images and data through interactive digital dashboards, supporting rapid field response and helping improve cleanliness standards in targeted areas.

Violations detected by the system include littering in public spaces, which carries a fine of AED 500, as well as the improper disposal of furniture and bulky waste, along with other behaviours that negatively affect Dubai’s urban appearance and contribute to waste accumulation.

H.E. Eng. Marwan Ahmed Bin Ghalita, Director General of Dubai Municipality, said:
“The pilot phase of this system is based on a strategic methodology aimed at enhancing the effectiveness of cleanliness monitoring, identifying violations and improper behaviours, and maintaining the cleanliness and beauty of the Emirate of Dubai. It also supports data-driven decision-making and the development of sustainable policies to improve the urban environment. We will evaluate the outcomes of this pilot phase to determine opportunities for wider deployment, further enhancing the experience of residents and visitors while reinforcing Dubai’s position as a global leader in quality and sustainability.”

Eng. Adel Al Marzooqi, CEO of the Waste and Sewerage Agency at Dubai Municipality, said:
“This pilot system aims to test the effectiveness of smart cameras in enhancing public cleanliness monitoring and enabling our teams to document violations accurately and take corrective actions swiftly. The initiative also supports digital transformation and strengthens the sustainability of waste management systems while maintaining the privacy of community members.”

He added that these technologies align with Dubai’s smart city vision, contributing to improved public cleanliness management while safeguarding the privacy of individuals.

Supporting Dubai’s Urban Appearance and the 2041 Strategy

The project forms part of Dubai Municipality’s broader efforts to implement innovative technological solutions to reduce illegal waste disposal, supporting the Dubai Integrated Waste Management Strategy 2041, which aims to develop a sustainable and efficient system for protecting the environment and preserving the emirate’s urban appearance.

The initiative also aligns with the objectives of the Dubai Civility Committee, which works to build an integrated urban framework that ensures the sustainability of the city’s aesthetic landscape and enhances the quality of its built environment.

The committee focuses on improving indicators related to urban appearance, public cleanliness and civic order by promoting positive community behaviours and strengthening the effectiveness of systems, policies and initiatives that maintain the cleanliness of public facilities and spaces. These efforts also support calm and orderly environments across residential and urban areas.

Through these initiatives, Dubai continues to strengthen its position as a global city distinguished by advanced urban planning, world-leading cleanliness standards and a strong culture of community responsibility, reflecting the unique urban experience that defines the emirate.
