Vision

01

For Dubai to be the best, the most beautiful, the most refined, and the most civilized city in the world. A civilization not measured by buildings or economy alone, but by spirit and values.

02

A city defined by clean streets, refined details, disciplined behavior, respect for order, urban harmony, and a distinctive visual identity. A city that places the human being first — in dignity, in safety, and in an environment designed to enrich life and fulfill human potential.

03

The vision of the Dubai Civility Committee begins with the belief that civility is not a façade to be seen, but a value to be lived — where respect prevails, discipline is deeply rooted, and people coexist guided by the highest values. A city where visitors feel they are in the presence of a society that refines behavior, uplifts the spirit, and proves that civility is a commitment before it is a privilege.

04

We strive to preserve Dubai’s civility as we have always known it — in every detail of the city, in its safety, its harmony, and the respect shown to every individual. To turn this vision into reality, our mandate is clear: to present to the world the most refined modern-day experience — a living model of progress, values, and human dignity.

Mission

Dubai is not only defined by its beauty — it represents the world’s best experience of civility, where discipline shapes daily life, public cleanliness reflects shared responsibility, and refined behavior sets a global benchmark. Through constant development and renewal, Dubai preserves its place as the best and most civilized modern-day city in the world.

Objectives

Enhance Dubai’s visual identity and elevate the city’s overall aesthetic by preserving its unique architectural character and ensuring harmony in its urban design, reinforcing its status as a global model of beauty and modern city living.

Strengthen Dubai’s position as the best city in the world in civility, urban elegance, and refined public behavior, where discipline and positive values define everyday life.

Encourage institutions and individuals to actively contribute to preserving and advancing Dubai’s civility model, making it a shared responsibility and collective achievement.

Instill and spread positive values and behaviors that reflect Dubai’s identity, reinforcing respect, cooperation, coexistence, and a culture of responsibility in the community.

Develop innovative initiatives, policies, and solutions that highlight Dubai’s refinement, progress, and global leadership in presenting the world’s most civilized modern-day experience.

Strengthen the efficiency of systems, tools, and frameworks that sustain Dubai’s civility, ensuring their effectiveness, integration, and alignment with international best practices.

Preserve Dubai’s civility across generations, embedding its values, refined behaviors, and cultural depth as a timeless part of the city’s global identity and legacy.

Measure Dubai’s level of civility through clear, reliable indicators that reflect quality of life, public cleanliness, discipline, and positive social behavior.

Benchmark Dubai against the world’s leading cities to ensure it continues setting new standards and maintains its place as the most civilized modern city.

Ensure continuous development of Dubai’s civility model by monitoring progress, identifying areas of improvement, and adopting forward-looking practices that preserve its position as the best city in the world.

Civility Key Indicators

The Civility Indicators are strategic tools to measure and monitor the level of civility in Dubai and to assess how values and positive behaviors are reflected in the daily life of the city.

They track the harmony between architectural beauty, public cleanliness, discipline, and community behavior — all of which strengthen Dubai’s overall image of civility.

These indicators contribute to consolidating Dubai’s position as a global model of refinement and progress, through continuous monitoring and the development of solutions that ensure the preservation of Dubai’s civility, in line with the leadership’s vision for the city to be the best, most beautiful, most refined, and most civilized city in the world.

Civility Visual Indicator

Measures the level of architectural beauty and urban harmony of the city, and how well it aligns with urban plans, while reinforcing its visual identity and preserving Dubai’s standing as the most beautiful city in the world.

Public Cleanliness Indicator

Tracks Dubai’s commitment to maintaining the cleanliness of its streets and public facilities, strengthening its global position as the cleanest city in the world and making cleanliness a cornerstone of its civility.

Public Calmness Indicator

Monitors the preservation of calm in public areas by reducing noise and disruptive practices, ensuring that Dubai’s civic environment reflects a refined urban experience.

Public Behavior Indicator

Assesses the community’s commitment to civility through respect for rules, cooperation, and positive engagement, while also identifying behaviors that may undermine the city’s image of civility, with the aim of addressing them and ensuring the sustainability of Dubai’s refined civic experience.
