The civility of Dubai is not measured by infrastructure alone, but by the refinement of behavior, the culture of respect, and the collective responsibility to maintain the city’s dignity and elegance. It is seen in the daily details of life — in the way people move through the city, in the cleanliness of its streets and public places, in the mutual respect that governs interactions, and in the pride of its residents in safeguarding achievements for future generations.
Dubai presents a holistic model of civility that embodies respect for order and discipline, coexistence among all members of society, and the preservation of cleanliness and public spaces. It reflects the city’s aesthetic ambiance and unique architectural identity, reinforcing Dubai’s standing as a global benchmark of beauty, harmony, and modern urban living.
At the same time, civility in Dubai means continuously enhancing the visual appearance of the urban environment by addressing any elements that detract from the city’s overall aesthetic, while reinforcing its visual identity in line with approved urban planning guidelines. This integrated approach ensures that Dubai not only sustains its global reputation but also continues to set new standards as the world’s most refined and civilized city.

Dubai’s civility is rooted in the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, an inspiring role model whose leadership and daily example have shaped the values of respect, discipline, and positivity as foundations of the city’s growth.
The Dubai Civility Committee carries this legacy forward — ensuring civility is not a slogan, but a lived reality; not an appearance, but a principle; not a choice, but a commitment.
Dubai will always be the best, the most beautiful, the most refined, and the most civilized city in the world.
Committees responsibilities
Preserving Dubai’s Civility
The Dubai Civility Committee, in collaboration with all government entities entrusted with upholding the city’s image, undertakes the strategic monitoring, study, and analysis of key civility indicators. It develops supervisory frameworks that strengthen positive behaviors, elevate public order, and address challenges that may affect Dubai’s unique model of civility.
The Committee’s plans and indicators encompass all dimensions of Dubai’s civility — from maintaining its global position as the cleanest city in the world, to reinforcing discipline, fostering respectful social engagement, and cultivating a culture of dignity. This approach ensures that civility in Dubai is not only sustained, but elevated and passed on as a timeless legacy — an enduring symbol of the city’s global excellence in beauty, harmony, and modern urban living.
